Ngurrara Pty Ltd is a 100% owned and operated Pilbara Aboriginal business formed by the joint venture of Aboriginal owned companies with proven experience on the Resource and Civil Construction Projects.

Our Shareholders are equal participants, and the company is governed by a Board of Directors. The member companies have community linkages to the Banjyma and Kariyarra in the Pilbara region.

Phil Dhu

Chairperson, Managing Director and Shareholder

Phillip Dhu (Phil) leads Ngurrara Pty Ltd, both operationally and strategically. Phil has over 40 years of hand-on work experience that is complemented by several tertiary and Diploma level qualifications across a broad set of operational and technical functions including Leadership and Business, Civil Construction (Plant Operations), Metalliferous Mining Operations (Open Cut), Surface Extraction Operations, Front Line Management, Training and Assessment Systems, Assessment and Workplace Training, Business Administration and Work Health and Safety. 

Phil also holds several strategy and governance achievements with the AICD and other reputable institutes, including being a member of the Australian Institute of Company Directors since 2010, and staying up to date with industry and trends, having undertaken regular training beginning from 2010 through to present day, including undertaking Indigenous focussed governance training, and the AICD Foundations of Directorship (Governance for Directors, Finance for Directors, Strategy and Risk for Directors) and the AICD Company Directors Course (Governance and the Practice of Directorship, The Legal Environment, Risk and Strategy, Financial Literacy and Performance, Achieving Board Effectiveness). 

Phil’s business, Total Development (Aust), is an established industry liaison consultancy that specialises in providing professional services for business growth in the mining and civil construction industry.

Peter Todd

Business Development Executive

Peter Todd is an operational and strategic leader. As Business Development Executive, Peter has a key role that requires strong communication and networking skills and has a professional level of engagement to sell off Ngurrara’s model of operational activities with the ability to influence, engage and negotiate commercial awareness.

Peter’s business, Koodaideri Contracting Services, provides dry and wet hire of plan and equipment to the industry.

Evelyn Whitby

Evelyn Whitby is a strategic leader. Evelyn’s business, Kajarinya Training Excellence Center, is an established Registered Training Organization which is approved and scoped to deliver accredited training courses in plant and equipment operations.

Kajarinya specialises in the development of tailored, site-specific training that meets both individual needs and client requirements and are a leading provider of certified training to the resources sector.

George Todd is a strategic leader. George has extensive experience in the mining and civil industry, and the business, Toddys Plant Hire, provides dry hire of plant and equipment.

Steven Ong

Company Secretary

Steven Ong is an operational leader. Steven’s background is in Accounting and Finance, and he is an established and operation focused Commercial Manager and Financial Controller with more than 20 years of corporate and operational finance/accounting/commercial experience in large and SME companies.

Steven is a CPA (Certified Public Accountant) with a broad range of capabilities including:

  • Commercial, Contracts, Tenders, IT, Financial and Risk Management
  • Project Management and Project performance (including start-up companies)

Steven coordinates the governance of the Ngurrara Board and oversees the finances of Ngurrara.

Tracey Dhu

General Manager

Tracey is an operational leader with over 18 years’ experience in the mining and resources industry in a diverse range of operational and strategic roles. 

A proud Banjyma woman from the WA Pilbara region, Tracey has a passion for Indigenous empowerment, advancement, and autonomy, and is dedicated and driven to making a difference for Indigenous people to thrive through advocacy, representation, and in elevating Indigenous voices. 

Tracey is an experienced frontline manager, with an extensive background in people management, project management, risk and change management, stakeholder engagement, compliance and logistics, training and development and continuous improvement. 

Tracey is a strategic thinker that applies her technical capabilities and a holistic view to problem solving, utilising her strong communication and influencing skills to build and manage collaborative relationships across all levels of business to deliver sustainable outcomes and results.
